DPWH, JICA ink new road Master Plan Development Deal

The Department of Public Works and Highways (DPWH) and Japan International Cooperation Agency (JICA) will develop an updated master plan with expanded coverage for the construction of new road network throughout the Philippines.

DPWH Secretary Mark A. Villar and JICA Philippines Office Chief Representative Susumo Ito signed the Records of Discussion (RD) for the second phase of the JICA-assisted High Standard Highway (HSH) Network Development Master Plan on Thursday, September 14, 2017 at the DPWH Central Office, Port Area, Manila. It was witnessed by DPWH Senior Undersecretary Rafael C. Yabut and JICA Philippines Economic Growth Group Representative Atsushi Shibata

Secretary Villar said that this new study deal is a testament of Japan’s unrelenting support to the Philippines infrastructure development and economic growth as expanding the expressway network will hasten the economic development of the country’s regional cities to avoid over-concentration of socio-economic activities in Metro Manila and eventually diminish the economic disparities across the country.

In July 2010, a Master Plan on HSH Network Development Phase I was formulated by DPWH and JICA which intends to draw up various measures such as development of expressway network, construction of bypasses and ring roads at regional cities, and widening of existing roads to address traffic congestion particularly in highly urbanized areas.

Under the second phase, a JICA study team with personnel counterpart from DPWH will conduct assessment of the overall conditions and problems of the areas in Metro Manila, Visayas group of islands, and Mindanao.

The study over a period of 18-months will cover the review of present national road and expressway network and development plans as well as the 2010 masterplan coverage; assessment of regional connectivity; undertaking traffic surveys; formulating future socio-economic framework; forecasting future traffic demand; identifying issues of national road and expressway; defining criteria for HSW network; and formulating HSH network development strategy consistent with the National Transport Policy.

It will also include the concept of network resilience against disasters and hazards as presented in the National Disaster Risk Reduction and Management Plan 2011-2028, the identification of priority projects, the conduct of pre-feasibility studies, and public consultation of projects to support the Philippines’ crusade towards the “Golden Age of Infrastructure”.

NEDA BOARD APPROVES METRO MANILA SUBWAY PROJECT OF DOTR

Metro Manila ---The National Economic Development Authority (NEDA) Board approved yesterday, 12 September, the PHP 355.6 billion Metro Manila Subway Project (MMSP), one of the big ticket infrastructure projects of the Duterte Administration, through the Department of Transportation (DOTr) headed by Secretary Arthur Tugade.

After the presentation of the MMSP, the NEDA Board gave its nod to Secretary Tugade who has been pushing for the early completion of the subway project, which will run from Quirino Highway in Quezon City to the NAIA complex in Parañaque City.

The extension to the NAIA complex followed the endorsement of the project by the NEDA Investment Coordination Committee (NEDA-ICC) earlier this month.

"The extension will mean greater connectivity and improved passenger comfort and convenience,” Secretary Tugade said. “In other countries, you can reach other cities without ever leaving the platform. So we [economic managers] thought, since we’re going to build a subway anyway, why not push to extend it to NAIA? It just makes perfect sense,” he added.

According to DOTr Undersecretary for Railways Cesar Chavez, the DOTr, through the leadership of Secretary Tugade, together with the Japan International Cooperation Agency (JICA), scheduled the groundbreaking for MMSP in the fourth quarter of 2018, and is pushing for partial operations in 2022, and full operations by 2025.

"Secretary Tugade has been working closely with JICA in order to expedite the completion of the project and allow the public to enjoy the benefits of a subway system earlier," Usec. Chavez said.

Apart from a world-class design, the subway system will have water-stop panels, doors, and high-level entrance for flood prevention, earthquake detection, and a train stop system, just like the subways in Tokyo.

The country’s first subway system will be financed via Official Development Assistance (ODA), with an interest of 0.10% per annum, payable in 40 years, inclusive of a grace period of 12 years.

The signing of the loan commitment by Japan is scheduled in November when Japanese Prime Minister Shinzo Abe meets with President Rodrigo Duterte during the ASEAN Summit.

The NEDA Board likewise approved other big ticket infrastructure projects of the DOTr such as the Philippine National Railway’s South Commuter (Manila-Los Baños) and South Long Haul (Manila-Bicol/Sorsogon/Batangas) Projects, which have a total project cost of PHP 299.4 billion. #30

More Southern Leyte roads to be asphalted

The Department of Public Works and Highways (DPWH) will embark on a P375 million asphalt overlay project for major thoroughfares of Southern Leyte.

DPWH Southern Leyte District Engineer Ma. Margarita C. Junia said the road improvement project through asphalt overlay will cover four (4) areas with damaged pavements, particularly those that have started peeling off or scaling and forming potholes, posing danger to motorists.

Covered by project include the roads built more than four (4) decades in Sogod which will receive P150 million; Liloan with P150 million; Macrohon with P40 million; and P35 million for Liloan town proper.

“The major concern now of the Department is the safety of the travellers so we are working double time for a faster implementation of these asphalt works,” Junia said.

Aside from major roads, DPWH-SLDEO is also set to rehabilitate the road leading to Philippines’ tallest bridge – the Agas-Agas Bridge, which received an allocation from the Road Board amounting to P48 million for asphalt overlay and P16 million for thermoplastic painting.

Funds for the road improvement are derived from the Road User’s Tax.

Villar led on Monday, August 21, 2017 the ground-breaking ceremony to officially kick off the start of the P458 Million project for the widening of Fort Bonifacio - Nichols Field Road Phase 1 at the site near intersection of Bayani Road and West McKinley in Taguig City.

Together with Villar at the laying of capsule to usher in the start of road widening project are members of the Build, Build, Build team to include Department of Transportation (DOTr) Secretary Arthur Tugade, Department of Budget and Management (DBM) Secretary Benjamin Diokno, Socioeconomic Planning Secretary Ernesto Pernia, Bases Conversion and Development Authority (BCDA) President Vince Dizon, DPWH Senior Undersecretary Rafael Yabut, DPWH Undersecretary Dimas Soguilon, and DPWH National Capital Region Director Melvin Navarro.

Villar said that the widening of Fort Bonifacio - Nichols Field Road otherwise known as Lawton Avenue, a tertiary asphalt road, is part of the DPWH traffic decongestion efforts by widening existing road network to improve road capacity.

Phase 1 of the road project will cover about 1.34 kilometer of the Lawton Avenue which has a total length of 3.54 kilometers that follows a part of the alignment of the old Nichols route running roughly southwest to northeast from the interchange of SLEX/Skyway to Fifth Avenue and Manila American Cemetery Memorial.

"While the construction of 2.68 lane kilometers of new concrete cement pavement at Lawton Avenue will bring inconvenience to travelling public, it is temporary and limited in duration which cannot outweigh benefit of new concrete road that ensures an economical, sound and more stable pavement structure with longer performance period", added Villar.

The provision of underground conduits for utilities and electrical facilities are also considered in the project design, scope, and costing considering its location at the BCDA area which adopts underground installation of utilities.

The widening of Lawton Avenue will also complement to the Bonifacio Global City – Ortigas Center Link Road Project, a priority project over Pasig River that will increase the road network capacity in Metro Manila which was formally started last July 2017.

The 961.427-lineal meter Bonifacio Global City – Ortigas Center Link Road Project involves the construction of a 4-lane Sta Monica to Lawton Bridge across Pasig River connecting Lawton Avenue in Makati City and Sta. Monica Street in Pasig City and a viaduct structure traversing Lawton Avenue onwards to the entrance of Bonifacio Global City.

The Bonifacio Global City (BGC) – Ortigas Center Link Road will lead to the improvement of accessibility between the Cities of Pasig, Mandaluyong, Taguig and Makati

Once completed by March 2020, travelling between the central business districts of Taguig and Pasig Cities will only take 12 minutes and traffic congestion at EDSA and C-5 Road particularly along Guadalupe Bridge and Bagong Ilog Bridge will be alleviated by about 25 percent.
